currently i have a phenom ii quad core 3.4 ghz and I feel like updating. Should I wait for the steamroller or buy a piledriver now or should I sell my current build and make an intel one?

Why do you want to upgrade? Is there something you want to accomplish but can't with your current hardware?

no right now my hardware is pretty good i have
amd phenom 3.4 ghz
sapphire 7850 2gb
8gb ram
600w psu

it just feels good having better hardware and i figured id start with my cpu

Your best bet would be to wait until the second quarter of this year when new CPUs are released if you MUST upgrade. Still, I can't recommend you waste your money on something that will provide you with no improvement in what you do. That's just not a smart thing to do and the 965 is still a fantastic CPU and will be for some time.

well i mean if it was up to me id get the 3970x but obviously i dont have that kind of money laying around, also i want to get into water cooling but i dont want to go through the hassle of water cooling my current cpu only to redo the process when i buy my next cpu

Water cooling is a novelty item. Air cooling is just as well and so much cheaper.
