I don't see why not the reviews I've read are pretty decent if you want to use Medium settings!

I'd suggest just save up more and get what you want, don't settle for less! go check out my build! It took me about 4 months of working to earn enough but IT'S AMAZING!!!

DO NOT buy that power supply. It will not deliver its rated output and it will likely fail. There's a chance it could even kill other components.
You don't need a sound card, CPU cooler, or that overpriced RAM. You might want to check out the CAD build I did for hidequick in this post:

Yea, im currently at my grandparents house and i have like 1 up...
But at my house i have around 45 down and 20 up.
