My jtag is on 16197 and the last update for RGLoader was for 15574.

Can I still be on 16197 and use RGLoader's 15574 files?

Or do I have to go back a dash to 15574 to use RGLoader?

You can't use 15574 files on a 16179 dashboard. You can't downgrade your NAND either or you will blow your e-fuses. I'm not positive, but I think Team-Xecuter fusion supports that dashboard.
