Well, over christmas I have installed a new Graphics card, and ever since, Black Ops 2 will not launch.
Here is a quick 30 second video showing what happens.
If you didn't read the video description, here are the details of the crash and what I have aready done/tried:
The new graphics card I havce installeed is a NVIDIA GTX 660 Ti
It was an upgrade from a NVIDIA GT 440
The driver version I have installed is 310.70 (Latest)
I have already tried reinstalling the game, 4 times to be exact.
I have already manually installed the two programs at
...\Steamapps\Common\Call of Duty Black Ops II\redist\vcredist_x86.exe
...\Steamapps\Common\Call of Duty Black Ops II\redist\DirectX\dxsetup.exe
I have already verified the integrity of the game files.
If anyone has any other suggestions of what I can do, please reply. Black Ops 2 is the ONLY game that doesn't work since I upgraded my graphics card.

is there an activation limit?
i know some steam games have 3rd party DRM. that could be the cause

It's on steam, so there is no activation limit.
