I don't know if this is a better place to put the topic than PC Gaming, but I'm doing it anyways.

Today I downloaded some games and have been having some performance issues. My specs are:

Case: Zalman Z9-Plus
CPU: AMD FX-4170
GPU: SAPPHIRE Radeon HD 7870 GHz Edition
Memory: G.SKILL Sniper 8GB DDR3 (2 x 4GB) 1333GHz
CPU Cooler: Corsair Hydro Series H60
Motherboard: MSI 970A-G46
Hard Drive: WD Blue 500GB
Monitor: Asus VE228H 21.5"
PSU: Rosewill 600W
OS: Windows 7

It's not a terrible setup in my opinion and should be able to run games at a pretty decent FPS. I downloaded minecraft and went into a single player world to see how awesome the fps would be, but the highest I got was 23 FPS. I know I need to install optifine and everything but why the heck is it so low? This performance barely beats a laptop I have that has an Intel I3, Intel HD Graphics, and 4 GB of ram.

I also downloaded planetside 2 and was hoping for better performance but it averaged from 5 to 15 fps on medium. I started messing with different controls in both the game and AMD Vision Engine Control Center. I turned all settings to LOW and the CPU speed to 50% to 100% (It was on 5% to 100%. Let me know if I shouldn't have changed this). This only made the average go to 20 fps while not in battle.

The GPU usage isn't even going above 35% from what I have seen and I have no idea if increasing the usage will make it better, plus I don't even know how to do that. So why did I pay $250 dollars for this graphics card and it is barely being used and making my performance in games bad? Is there anything I can do to make the performance better or is it just the games I am playing? Thank you for reading this if you made it to here. Please HELP!

That is a very very strange issue you seem to be having. Your setup is great and while your CPU isn't *amazing*, it shouldn't be causing such a huge decrease in fps.

Unfortunately I can't directly find a solution (hey at least i'm bumping the topic).
BUT, if I were you i would contact the GPUs service number. Call them up and ask them what could be the problem. They are getting paid to assist costumers like you, and i can assure you they know a lot more about troubleshooting.

I really do hope you find a solution. Odds are it's probably something silly and you shouldn't be worrying.

For minecraft, the GPU doesn't matter much, minecraft is more CPU intensive.
