If any of you didnt't know this then here you go!
All you have to do is be in the power room!
When the Eletiric man comes simply turn off the power!
I just did this myself 5 minutes ago!
Give it ago if you want the achievement!

I would say that throwing an EMP grenade at him is the easiest way, but the only problem is getting the grenades.
