The download was accidently leaked onto the store page and removed it immediately before anyone finished downloading, causing the error. According to support, they said it will be released on the 12th.

Adding on to what I said, another reason why it was stuck 99% is that at 99%, i believe is the verification process to check that the entire download was completed, but however since the download was removed, the verification process has failed, causing the error "Can't download Nuketown Zombies"

if you ever play online and after a game there's sometime a ingame playlist update which you don't have to do. it not like one that disconnects you it just updates your playlist and if you clicked on the zombie map it stays until the playlist updates , it updates quicker for others.
