Alright, here's the truth. If you live in the US, and wanted a $400 laptop, you should have got one on Black Friday.

If you live in Canada, or close to it and you're willing to cross-border shop, you could get a pretty good laptop for $400 on Boxing Day (Dec 26th).

Honestly, you should be able to get at least an i5 Sandy Bridge or A8 Trinity for that price, at the least, an i3, so I wouldn't set my standards lower than that.

i bought mine toshiba for 600 and it won't run GTA 4 only runs GTA san andreas.

The first one is pretty good thanks man
All except that its refurbished, so there is the possibility of it having problems. And it has Integrated Graphics.

1.6Ghz doesn't mean anything. It's about what the actual processor is. If there was an intel atom clocked at 92GHz (which is impossible, but for arguing sake) and an i7 at 1.9 GHz, I'd go for the i7 every time, because of the technology behind it

For web browsing only and simple tasks, get the new Samsung Chromebook. It's a beast.
