Realised AMD Radeon 6950 is pretty weak if I wanna be running games at high settings, so any suggestions on a good graphics card to get, for lets say 350 or less, thanks.

Thats the one im getting and i should be able to run most games on med to high with like anywhere from 40-60fps

The 6950 can still easily run games today at high/ultra settings with 30-60+ fps including BF3 and all others. If I were you I'd just wait until next gen of cards as that's when the new consoles are going to be released/announced and you will be able to see what type of graphics card is needed with the new gaming engines.

How much wattage does your PSU have, for example the one I will be building over christmas break has 450W (450 watts)

What processor do you have? Your processor could be bottle necking.
