I did not complete this myself so I myself can not confirm this, but people of the community forums did. You do not need to have completed the Easter Egg once.

So for the Easter Egg.

Do the Maxis easter egg regularly until you get to the part where you have to power the Oblisk.
Instead of placing turbines at the Oblisk place the turbines at 2 lamps. When you do this you will get the tower of able achievement. This can be completed with 2 or more people instead of 4.
Because you did it that way. Maxis will continue to give you steps asking you to build the scalene device.
The scalene device is the order in which you place the turbines at the lamps and then it powering the Oblisk. You have to guess the order in which you place 3 turbines at the lamps making a perfect scalene triangle.
If you get it right Maxis should speak saying the device is completed giving you the next step.

(Note by DeathBringerZen: "it looks like you have to kill the Avogadro under the pylon again to power it up before the device can be assembled! Apparently, despite the Tower of Babble being completed, you still have to power the spire on every new game! More to come..")
