I've never done anything like this but this is what it looks like to me:
First, you need to take multiple shots in sequence and keep each of them very steady (as in on a bi/tri0pod that you ABSOLUTELY do not move at all)
Then, you get each photo into photoshop but don't mess with the first. On every other photo you need to cut out the thing that's moving in the picture (ie. the guy on the skateboard). Drag each cut out of him into the first photo and line it up about where he is in their corresponding originals.
After that just soften all your cuts (or just refine edge a little)...
...and boom that's it.
Now again I've never actually done this so I can't say it'll look the best but at least I helped.
