If I give a file download for nuketown zombies can others use it? ITS FREE IF IT WORKS

No if you post the Nuketown Zombies file others cannot use it. Previously people could just change the ID of the file, but now that won't work anymore and a licence transfer is needed.

if you gave the profile were you downloaded it we could sign on withe the profile startup the map and sign out an well have it

I guess if you wanted to upload it for the fun of it you could, and there is an announcement on the black ops 2 zombies forum stating "No License Transfers/B/S/T Dlc codes" so just make sure you don't infringe on that
