From what I've read on the Halo Waypoint forums, they're all unlocked for everyone on the 20th.

If you pre-ordered Halo 4 you would have recieved a code via e-mail which grants you access to all of the specializations from the day of release. (I have chosen Rogue)

On the 20th of November all the specializations will be available to everyone.

To answer your other question you can complete all of them for the max level of SR130

Unlucky you then to be honest. I'm from the UK and I got both of those + the specializations code. I'm SR59 at the moment using the Rogue class which is one of those specializations that aren't available to everyone.

You can do all specializations. Each specialization has 10 ranks. The highest rank you can be is 130.
