First off my PC is only using 6.99GB of the 8GB in my PC.
Second I want to know how to send at least 4GB of ram to vegas.

It may be due From the motherboard board.

It is because Windows uses some of it too run.

open vegas, Options>Preferences>Video Tab
then bump up "Dynamic RAM Preview Max" as shown here

You can also CTRL/ALT/DELETE>Processes>Find Your Vegas>Right Click>Set Priority>Realtime.
NOTE- both these methods may make other programs on your computer unresponsive while using Sony Vegas as you are literally using all your resources available.
