To be honest, I have no idea what a prefect is. I'm assuming they are like a hall monitor (which I know those can tell you were you can and can't be.) I would not laugh, because nothing is funny about that. Apparently he was giving some sort of job to tell them where to be, correct? If the other kids had a problem, tell someone that over rules him. They should have went on their way. They should have left and got someone on the scene if there was a problem. It sounds like they have been giving him crap before, so I am assuming they knew what they were doing and they weren't where they were suppose to be. The one guy did take it too far, but the other kids are just as much to blame.

Well according to this, they would have the right to, and I am quoting it: School prefects are somewhat similar to the American hall monitor; students who are basically an extension of the school administration and are utilized to enforce school regulations.

Why call them something if they are just students that roam the hall? That makes no sense. They do have some type of job that you have refused to say. This is telling me that they have autority, so I will be going with that since that does make sense. Apparently they were on Harry Potter as well, which they enforced rules in the hallways.
