Lydia worked for me, she was my follower when I was there and she asked me if I wanted her to be my steward, so do that or ask her!

To get a steward you first need a follower. So its anyone from your wife/husband in the game. To your housecarl. But have them follow you and then bring them to your house. Go inside the house and have them follow you inside the house. Then there will be an option for them to be your steward.
