It means that whenever you iDevice turns off, you DON'T have to boot it from the jailbreaking program. Tethered is where you have to boot it from the program every time.

If you are talking bout ipod it means you dont need your computer to boot the ipod that is jailbroken if im correct and if its tethered it means it needs a computer to boot it
