Okay so we think Todd. The young one in Vamanos Pest is an under cover cop. Reason 1 being the actor Jesse Plemmens is an up and coming actor and there's no way they threw him in for such a small part. Reason 2 being, what is a young, clean cut, white boy doing with a group of old gangster burglars. So to paint out the picture. "Todd" is assigned as an undercover cop to go in deep and find the source of all these burglaries that are happening. He does, and he joins Vamanos pest to get evidence in order to put these guys away. But all of a sudden in the middle of his case 3 men tell him, "no more stealing, we are doing something in the tents don't ask any questions". Now Todd suspects something greater is happening, and needs to find out what's going on in the tents, so what if he plants a nanny cam, and tells Walt "oh sir, I found a nanny cam but I disabled it." just so if they found the camera they wouldn't tamper with it!
