Just talk to a guard or something and they will say something about the dawnguard returning and it will start.

You have to be at least level 15 to start it though!

Get level 15 or above, then talk to ANY guard in ANY of the main 9 holds. They will mention something about the dawnguard, then the quest will begin automatically.

actualy uou only have to be lvl 10 for the guards to say somthing about Dawnguard recruiting, but you can manualy find the Dawnguard fortress your self and start the quests your self.
