Yeah, i think there will probably be about four or five hopefully thats around what they did for fallout.
Honestly I think they will keep it at maximum of 3 maybe 4 due to the time it takes and previous game patterns
It did not take 8yrs to make it took about 4-5. Oblivion came out in 06 and I know they worked more on dlc then on skyrim.

Yes. I don't think that's for future dlc, they more likely took the time to render all that extra land beyond the game borders simply as a nod to the pc folks. In new Vegas the extra land was a more barren, but still there was like an extra third of a map there. And it never got used in dlc.
I doubt they will make a dlc that goes back to morrowind, simply because there's usually more of a focus on totally new content, but including the land means people can make it none the less euth the creation kit.

Thing that bothers me is why they would add it to the xbox version.

Look at it this way, why bother taking it out? It's just extra work, and they are essentially the same game. That's why the console commands work on Xbox.
They did use some of the off limits area for this dlc, and that's certainly something I would prefer them to do in the future as I prefer a continuous environment as opposed to just loading into a completely new map, but historically the extra land really hasn't been used by them in dlc.
