There is a lot of rule breaking going on between fake lobbies and selling accounts Etc, but there is also alot of mini-modding. Why can't people just report them and look at a new topic. You don't need to post on it saying dude thats against the rules. Because then you would be breaking the rules.

Unfortunately its a vicious circle, I think you're right with the report and move on idea, however if you abuse the report system then you are breaking the rules as well, its probs best to just let the mods do what they do best.
