you cant.. Jtags do not have the ability to downgrade to a dash that low unlike an RGH.
Only RGH's at the moment are able to boot into a Dev Dash.

Incorrect information..
You are only correct if Fusion was the only choice.. yes fusion does not do jtags..
RGLoader does RGH and Jtag systems
So OP download RGLoader and install / setup and you can run the dev kernel on your xenon jtag.. Have fun.

Use Rgloader then extract your NAND off your Xbox and rename it it NAND.bin open it in Rgloader enter yor CPU key and click rghlosder or something like that then rename to nandflash.bin and that one file for a raw flash (get it off carloochs post) then download your file systems put the one labeled hdd-file system on your jtag on the root of the hard drive, that's a watered Down version for you if you need more help go to the jtag tech support and click on carloochs sticky for it.
