I sorta need a guide on how to do this.
At the beginning, how do I get my magic up without leveling HP up and going above Combat Level 3?

umm, im not sure if you can, but google is always out there
i think it is easier for range to be 10hp, due to the multi cannon

you do it with soulwars till you can alch
but you will get to about combat level 4-5 with 99 magic.

Right off tutorial island, you will receive 2 exp lamps for you to use. Use both of them on magic and you will be level 9
9-11
Alternative 1
Grab a set of full iron from grand exchange. Equip it. Head to Fist of Guthix and either cast the best strike spell you can while making sure you splash or cast confuse.

Same concept as the above but this time, buy your own runes and do it at the magic dummy in lumbridge.

11-19
Here, you can use Weaken. Go to either one of the above mentioned spots.
Method 1 Cheap
19-99
Once again, you will be at either Fist of Guthix or the magic dummy. Cast curse this time and stay here all the way to 99. Keep at it and it wont be long!
Method 2 Slightly more expensive
19-43
Stay at fist of guthix or the magic dummy until 43 magic, and you can now cast superheat item.
Knights sword
Now, i would highly recommend you to do the quest the Knights sword which will boost your smithing level. Get it to 30 for steel bars if you wish to.

For these levels, you will be casting the spell superheat. You can either superheat iron and coal ores into steel bars or superheat iron ores into bars for the next 12 levels.

Gettin 99 Mage with 10hp gets you level 50
