Lets say I get 99 firemaking can I get the skill cape if I am f2p

No, you can not get any skill cape being a f2p player. Sorry to say :/

If you get it when you are p2p, as long as you have it on before you turn f2p, you can do the skillcape emote being a f2p player.

you have to be a member to buy a skill cape but if you buy your skill cape and go back to f2p you can still wear it but if you take it off you cant put it back on
