My other computer i meant to restore it to factory condition and I formatted it and now when I turn it on it says An operating system wasn't found. Try disconnecting any drives that don't contain an operating system

well then you have to reinstall a OS on it then.

When you format a drive, you delete everything on it, including the Operating System.

You can either pirate a version of Windows, or learn to use Linux.

pirating is your best option, just make sure it comes with a serial crack
