is there a way that ppl can get or give a skyrim gamesave with the levelers tower in it?

What do you mean. The .exs is the file type that xbox uses. Inside of that is the savegame.dat which is the file that you mod.

Ya on the xbox in game....... The only way to open it on the PC is i'm horizon or something like it.

To open it on pc, Open it in horizon, which can be found @ xboxmb.com/horizon. and go to contents, extract the savegame.dat to your pc save folder. change the extension to .ess and your done.
