in oblivion it was insane idk if you remember the fire aura armor where everything around you would burn

i think if it'll come out it'll need to be in some dlc like in oblivion because there no way to spell craft at all since the spell are a coded item in a way, so far all i can do is have unlimited magic no increased damage or much else

the only way to increase your damage is to make a ring that has increased destruction effect, this can be modded, ive seen one that increases Destructions effectiveness by 2000% just makes most spells 1 hit kills on master at lvl 81

im not saying your wrong but are you sure theres one that increases the damage because the only one i have seen if decrease destruct spell mana drain (or w/e its called), but if there is such a thing i'll be on the look out for sure
