Ok TTG I really need your help. Some guy keeps coming on my server and can change his IP and comes on on different usernames. Is there any way to permenantly ban him from ever coming back and IP banning doesnt work because he keeps changing his. Who ever helps me and it works will recieve plus rep today and if he never comes back within each day of this week I will plus rep I really need your help.

get mcbans or some other plugin that tells you alts

do the command /ban HISUSERNAMEHERE

EDIT: Sorry didn't read the whole thing. I don't think it is possible to ban him then. If he has different IP's and such Minecraft has no way of detecting if its actually him.

Or another way would be ban all of his minecraft accounts.
