On Elite, it says that your Rank 1 Prestige 0 that means you've gotten a stat reset issued. It letting you on your other account has nothing to do with your main account.

Ok if you can connect and you start searching for a match, it will kick you and the message will pop up. If you are banned

If it just says servers are down then no your not banned but if you simply cant even get on, more than likely yes.
