Ok on gta iv i got realy low fps i would get about 20 fps if lucky.
My specs are:
8gb ram
amd quad core 3.40ghz
amd radeon hd 6450
Yes i know the gpu is about 40 pound but i have saw people on youtube with atleast 60fps with same gpu and less ram and lower cpu and still have more fps than me.
Anyone know why?

You running it on ultra settings?
lower your graphics settings and you should get better fps

there could be a number of reasons,
However i would recommend reducing the "anti-aliasing" setting to 2x - 4x at max in any game, as good as the game looks it can put massive amounts of stress on your GPU,
Also i recommend trying minimum setting on EVERYTHING, you should get a solid 60FPS at least. If not you should really think of upgrading your GPU, save up for the AMD 5770, or a 6990, these will help massively with the performance of your pc and will definitely give you 60 FPS on Ultra settings.

Seriously? a 6450 in a gaming PC? Im sorry but im not surprised you are getting low FPS. If you are strapped for cash buy a 6790. Great value and can play GTA IV on High and BF3 on Ultra
