I don't need your Rep but I will answer your question.

What are they for? Vouches are for if you're offering something to others and people are saying that you're legit at what you are doing.

How do you use them? You take a print screen of their post saying that you're legit or that you have their vouch.

Gyazo is a great way to take print screens of the vouchers.
