how do you make your topic sticky or gobal Announcement and the other stuff if you go to the bottom not of this message when you are about to click my topic, if you go to the bottom you will see it says sticky message new message and other stuff people plz help me guys.

To make a topic a sticky or announcement you need to be a sectional moderator+
To make a global announcement, you need to be an administrator.
You can get a topic made to any of these, when I was a moderator I stuck many topics both in this section I stuck However this is up to the moderator and if you ask them more than likely your topic will never be stuck.
If you add detail to a good topic which is relevant and needed it could get stuck.
