Hello got an xbox here its never had RROD but it has 9199 dashboard can this be jtagged using the reset glitch? if so what will i need, if not can someone tell me which exact dash can be jtagged

It can be rgh, not exactly jtagging but the end result is the same - unsigned code. So in short, yes.

Not exactly. Some motherboard revisions already have the updated CB on 7371. You need to make sure it has an exploitable CB by dumping the NAND and finding out for yourself, but there is an easier way to check. If the console manufacture date is BEFORE 6-1-2009, then the CB in the 360 will not be patched and you can perform the JTAG hack on it.
But for your 9199 dash, I think you can use the RGH on it. I'm not sure.

I think the kernal has to be 3771 or lower to be able to JTAG your xbox
