I don't know what the hell is going on but I payed him and he went offline an hour and a half later giving me no info or anything about what is going on.

Well I'm nearly sure he wouldn't scam you. Sure it's $200 a day to keep a sticky up. So just wait until he's back online. I'm sure his kv just ran out for the time being or something
