to fix this issue all you ahev to do is make sure that the dlc u are trying to use is the only dlc you have on your hdd for your profile. This happened to me. So go to gears 3 on your hdd and delete any dlc not used by your account (bought or downloaded by your account) and then go play the game and it should be there.

is it your 2nd account ...?
go on yor first and re download history
if this doesn't work does your firest account have live
if not buy 1 month
then procced to re download all content
this happend to me because i lost all my data modeing :p
and got new xbox so recoverd accounts and did this

hey man so i used to have the same problem but what it was for me was that i tryed to do that unlock all camos with that profile. so if u have some downloaded dlc from another profile try deleting it and the other profile or even just move it to another storage device then it should work

delete you profile only and try recover bro it should work.. id did for me 8)

Clear your system cache, and go to marketplace and download it again!

Bruh that only deletes the xbox live updates on the xbox games it does not delete your memory

This happened to my friend after he tried to do a license transfer to get someone else's DLC and skins. Try deleting any other Gears DLC from other profiles, even if it was your friends'. Or move the different profile's DLC to different storage devices i.e. a thumb drive, memory card etc.
