Refer a friend is US only (BS i know) but i can confirm myself that XBL Rewards do work

I think you mis-understood this.

Your "referred friend" has to upgrade to gold in order for both of you to get the free 100 MSP. So you cannot refer yourself by making a silver account.

i still get rewards on my banned account got 600 msp on it this month lol.
