The Following is a Guide on how to get your Commendations Up,
It's a Guide for your Matchmaking, Firefight, and Campaign Commendations.

One Shot :

Guide :
To get this Commendation it might take some type depending on the type of player you are.
The Easiest playlist to do this will be "Infection" preferable Alpha Zombies since it's easier than "Infection" because the zombies will sprint instead of Evade allowing a more precise show with the Magnum.
Another Playlist you could easily get this in is Swat but I suggest Infection since Swat could require some skill when Infection doesn't.
Multikill :

Guide :
Once again, the Easiest Playlists to get this in is Living Dead and Swat since you could easily get Multikills.
If you do not like one of those Playlists play Multi-Team, a lot of guests play it and 90% of the time guests will suck and people will go for objectives often which makes it easy since they just want to go for the objective and won't pay attention to everything else going on around them.
Any Spree :

Guide :
This one would really depend on what playlist you are best at.
Although Living Dead is the easiest since you just have to shoot Zombies 5 Times in the head and that's an easy Spree right there.
Once again, Multi-Team is also a good way of getting this one up high since normally good people won't play it, although when they do it will most likely will be a Team of 3.
Assistant :

Now for this one, it could be challenging to get but what I Suggest is playing Team Snipers since Getting Assists is a breeze especially when a Good teammate is around because you could shoot the enemy once and let your partner finish them off and an easy assist right there.
Crack Shot :

Precision Weapons : DMR, Needle Rifle, Sniper Rifle, Focus Rifle
Just play Team Swat, Team Snipers, Area (Since you start w/DMR) and it won't be that hard to get this one all the way up.
Close Quarters :

Guide :
Just Play Living Dead and Alpha Zombies because you start out with the Shotgun making it really easy to get Close Combat kills; if there are 2 Zombies right aside each other you could easily kill both by pressing RT and Melee fast which you will shoot one and melee the other, and Jumping while doing it.
I Also suggest playing Griftball a lot because all the kills you will receive in Griftball will be Close Quarters because it's only a Gravity Hammer and Energy Sword.
Downshift :

This will be one of the last Commendations you will receive throughout all of the Commendations in the Matchmaking Section.
Anyways, just play Big Team Battle and get into the warthog and get someone in there and don't die and be sure that the gunner and guy in the passenger doesn't suck so he would be able to get kills while you get Closer to maxing this Commendation out.
Trigger Man :

Just go nuts in Team Slayer with the Assault Rifle and you will be well on your way with this one. For me, It will take a while because I don't like using Automatic Weapons that much.
Sidearm :

Just use the Magnum in the Living Dead Playlist, you could easily rack up kills to get this Commendation. If you play a lot of Living Dead you could easily get this one to Onyx at least by Field Marshall if you haven't gotten Field Marshall yet.
Heavy Weapon :

Guide :
Heavy Weapons : Rocket Launcher, Grenade Launcher, Spartan Laser, Concussion Rifle and Plasma Launcher.
Just play BTB, Team Slayer, and get kills with one of the Above Weapons and you will get it. I think the Easiest way to get this would just use the Jet-Pack while having one of those Guns. There is a Heavy Weapon on every map on Halo: Reach pretty much so just try to go for it when the Match starts and you'll be fine.
Mobile Asset :

Guide :
You have to get a kill while in a Vehicle, I Suggest you play Big Team Battle or Invasion and rush for the Wraith, Ghost, Scorpion, or Banshee. The Scorpion is the bets out of all of the Vehicles though and you could rack up the most kills since they could destroy the Wraith, Banshee, and Ghost fairly easily.
Plus enemies die fairly easy; it might take a while for this commendation if you don't like using vehicles that often.
Grenadier :

Guide :
For this all you have to do it kill someone with a Plasma or Frag grenade which I extremely suggest playing Multi-Team on Countdown or Sword base and go up to the 3rd Level and most of the time people will be trying to kill each other just throw grenades and hopefully you will get a lot of kills.
On Headhunter (I believe it's called) people will usually be on the bottom floors allowing easy kills with grenades.
Rear Admiral :

Guide :
This one will be difficult since you have to get Assassinations which could sometimes be somewhat difficult.
Playlists to play : Team Slayer, Multi-Team, Invasion, Big Team Battle, and Rumble Pit.
The reason I chose those playlists because most of the time players will be killing each other and you could just go around the enemy and Hold RB to get an Assassination.
Depending on how bad the enemy may be hurt, your Teammates might want to just want to get a Yoink and make sure you don't get that Assassination..
If it happens I Suggest the Following :
You either :
a) Run up to them and melee them when an Enemy is near allowing them to be damaged and die
b) Just allow it to happen
c) Rage Quit
I Strongly suggest Option "C" but it's up to you.
Jack of All Trades :

This may be the First you will Max out since it's the easiest. All you have to do is get one of the Following in a Game to get a Point towards your Onxy :
Assassination
Avenger
Bulltrue
Close Call
EMP Blast
Extermination
First Strike
Headcase
Hijack
Kill from the Grave!
Killjoy
Pull
Protector
Rejection
Reload This!
Revenge
Showstopper
Skyjacked
Yoink
So that's all there is to it, just get one of those Medals and you will easily get this to the Max!

Guide :
This Commendation is fairly easy, just play Firefight Doubles and Choose Arcade Fight on Courtyard and choose the Active Camo Loadout and just pullout your DMR and start poppin out those Headshots once those grunts come out of the Phantom, which will be on the right side.
Numbers Game

Guide :
This isn't that hard, all you have to do is get a Multikill and you could do that by playing Firefight Doubles > Arcade Fight > Country Yard > Choose The Rocket Launhcer class and right when the Game starts commit suicide and then choose the Jet-Pack Loadout and switch the Needler for the Rocket Launcher and now you will have a Rocket Launcher, Fuel Rod, and a Jet Pack and start firing away!
Target Practice

Guide :
The only kills that count toward this Commendation are Grunts. Nothing other than Grunts so you could do what I said as Numbers Game or you could play Score Attack by yourself and get Gruntpoclypse and each one of the kills you get go toward your Commendation. So not that hard right?
Specialized

Guide :
For this only Brutes, Jackals, Skirmishers, Hunters and Engineers count towards this commendation your best bet for this would have to follow what I said for Numbers Game and remember to play Courtyard or Corvette.
Those are the 2 Best Maps because they are Small making it really easy to rack up a lot of kills in the game, especially on the Bonus Round.
In Command :

For this Commendation only Elites will count toward to getting a Point on this.
So I Strongly Suggest you Pick either Holdout, Courtyard or Corvette.
Those are all good maps and you could easily Spawn Kill Elites when they Respawn on Holdout which is why I added that Map in there. So choose the Rocket Launcher and repeat what I said in the Numbers Game Section to easily get your points up for the Commendation.
Longshot :

Guide :
The Precision Weapons are DMR, Needle Rifle, Focus Rifle, and Sniper Rifle so Choose The DMR Class, which is the Active Camo Loadout, and Kill your Self, and Choose the Jet Pack class then switch the Weapons for the Sniper Rifle and DMR because now that you have a Jet Pack you could easily get kills because you could go higher in the air..
Riflin' Through :

Guide :
For this I Suggest you play Regular Firefight and choose an Automatic Weapon and just spray through any enemies you see then just go back to the Ammunition Crate to reload on your Ammo and just keep on Spraying. This one might take a while depending on what type of player you are.
Trigger Happy :

Guide :
For small arms play Arcade Fight and Choose the Class that has the Pistol and just start cappin Grunt and Jackals in the head to get quick and easy kills for your Commendation. So it would be fairly easy to get, just may take quite a bit of time.
Pull the Pin :

Guide :
This isn't that hard but may take a while, it would be really easy to get once there are reinforcements and you have a Plasma Grenade because if you throw it at a group of Grunts you will get an Overkill because their Heads will explode causing it to get kills like that which will count as a Grenade kill.
I Strongly Suggest Courtyard when your trying to get this Commendation up.
Get Loud :

This will be one of the First Commendations you will receive MAX on because it's so easy to get.
Just Do the Method I said on Numbers Game and Choose Courtyard because from there you could get A Lot of easy kills and you don't even have to have a lot of kills to Max this one out; or I don't think so but your opinion may be different.
Methodical :

All you have to do is get some Sprees, if you would like to get this just get a Killing Spree which is about 10 Kills then kill yourself and repeat.
Backup :

Uh, this one will take a long time since you have to get Assists and sometimes you won't get many in a Game.
It's Pretty Self-Explanatory just play on Corvette and choose maybe the DMR and Sniper Class in FF Doubles and just play with someone you know and that has a Mic for you could tell them to help you out while they get the kill and you get the Assist.
For Grunts shoot them in their Legs and for Jackals, maybe take off their Shields and shoot once in Leg and as for Elites, just shoot Twice in the Head.
Vehicular :

Guide :
This one you have to play on Beachhead since that's the only Map with a Vehicle as far as Non-DLC Goes, not sure about the Defiant Map Pack one but play Beachhead and get someone to Drive you around while you are on the Warthog Firing away at Grunts, Brutes, and Elites. It could take a long time since it gets boring in the Rocket Hog quite a bit.
Grounded :

Play Either Beachhead or Holdout for this one, you could destroy any Vehicles for this and
it could be a long time until you completely Max it out because there aren't a lot of Vehicles in Firefight, maybe 2 or 3 Per game and that's pretty much it.
