You click on this [ Register or Signin to view external links. ] then something like this should pop up [ Register or Signin to view external links. ] if you want give them plus rep click i agree and if you want to -Rep them you click on i disagree.
You can also leave a comment why. ;)

when you get some rep its the green flag
then you click how much you want to give them
(the more u have th more u can give) and u can send
a message with it too

You can't rep anyone if u dont have rep.
You can earn rep by posting or people giving u rep.{dont ask for rep!!!!}
and to check if people gave u rep u click on ur name where it says hello, [YOUR NAME]

and scroll down till u see a bar that say reputation. there it will tell you hom much more posts you need to get 1 rep power or points to get 1 rep power. it will also tell you last rep u gave to somone abd last rep recieved by somone else.
