Is It Okay If I Update My Jtag-ed Xbox 360 ? I heard that ounce your 13599 dash you can uodate so we can have an advantage of a kinect and a avatar. Is this true ?

If it is an update from via Xbox Live, do not accept it! It will brick you're console which means you'll no longer be able to use it. If you'd like the 13599 dashboard, you must update manually with the newest FreeBOOT.

Yes you can update your jtag, as long as you have a freeboot installer for the new kinect dash.
