Hire a member of staff.
From the Build menu, go to the Facility section, and then build the Zoo Keeper Center.
Next, Edit Facility and Upgrade it, then go to the Staff and Hire sections to choose your Zoo Keeper to hire.

Go into freeform mode, start building your zoo as you please, money is unlimited. After building a janitors office, select it and go to staff, select hire and choose a worker, preferably a 1 star worker. After hiring him achievement will pop, now choose to train him twice to unlock the achievement for training a worker to level 3.
