Correct, the only option required to be United States is your locale on your 360 when creating your XBL account

Trust me, ive had the same problem 20+ times creating accounts for friends i know IRL that let me use their phone number, i would have no problems creating the account for you providing you gave me your login, if not, you should try making a new live account, and making sure all the details you put in the Xbox site are correct

UPDATE: Ok, so ive figured you can just keep your location on United Kingdom, then the phone code you can just delete, and type the US Residents phone code instead of the default "+44" it has for UK..

I set my locale to India and it let me make a gold trial account and it never even asked for credit info or any billing info.

If you took the time to read more than 3 words of the post, you will see this only works 3 times then it sais XBOX content is unavailable, i knew this method months ago and i even made a post on it which has been buried under TTG, my method is UNLIMITED, maybe more complex. But requires a brain...
