change the modem password. so they cant use it.

I'm still trying to understand all of this situation, but do you know if they have the Remote Desktop Connection (RDC) open on their firewall and allowed in their control panel? If so you can try and connect when their not home. It only requires the computers name. And the nice thing about Remote Desktop is that you can watch their screen and open close programs and files. If you can only use CMD to do this your options are pretty limited epically since most command lines require admin privileges

why not just run a deauth on the wifi client and keep them from authenticating with the wireless network?
you can do this with the Aircrack-ng suit or with gerix on Ubuntu/Backtrack/Windows.you can also run metasploit and take remote control of them through the network with out needing admin rights on the clients PC.

you can also simply reset your router and login with the default account and setup mac authentication through the DHCP server and not have to worry as much if the leecher is capable of cracking their way back in.
