An african elephants frontal skull bone is several inches thick, a 9mm wouldn't even pierce it on a lucky shot. The bone behind the ocular cavity is probably and inch or so thick. Even with the notoriously over penetrating 9mm ball rounds, they wouldn't have the power to penetrate deep enough to cause substantial injury.

If you try and shoot an elephant with a 9mmm then there is something wrong with you.

When they shoot elephants they use 4-Boar shotguns

elephants are among the most intelligent species; their psychology is comparable to primates.Mirror self-recognition is a test of self-awareness and cognition used in animal studies. A mirror was provided and visible marks were made on the elephant. The elephant investigated these marks, which were visible only via the mirror. The tests also included invisible marks to rule out the possibility of their using other senses to detect these marks. This shows elephants recognize the images in the mirror as themselves, and such abilities are considered the basis for empathy, altruism, and higher social interactions. This ability has also been demonstrated in some apes and dolphins
