Looking for a build on a budget that going to be able to handle 4K video editing with premiere pro, photo editing in photoshop, as well as some gaming. This is what I came up with. I have never built a pc before. Is there any parts you would change and why? I will be using a 4k monitor with this setup.

Better motherboard and PSU. The VS series are absolute garbage, don't touch them. Although to be fair, there's not much in it and the AB350M Pro4 is fine for the money, I just wouldn't use it for Ryzen 7 personally. If you want to save some money, you'd honestly be fine with an R5 1600, and maybe the cheaper AB350M Pro4 if you want. I also included faster 3000MHz RAM which will be beneficial with Ryzen. 2400MHz RAM is a poor choice with Ryzen, especially considering it's a $5 price difference.

8GB RX 580 is a solid choice, and the AORUS is the cheapest you'll get and isn't absolute trash like the Gigabyte RX 480's. Ryzen is a super solid option, and whether you go R5 or R7, it will do you well. P300 is a solid budget case, Phanteks do some really top quality work.

Hey thanks for the help. I had posted another post today between 2 computers I was looking at, 1 prebuilt 1 custom build. But your help here is probably all I needed. I just wish prices would stay stable. I'm busy coming up with the cash I need for the build and everyday it seems price fluctuates By quite a bit. Every time there is a super good deal I don't have the money.

Quick question, would I see much benifeit in using the new Ryzen 2700 to justify the price difference between the 1700? I hear there are some mobo compatibility issues with the new ones as well. Thanks!
