Would their be be a noticeable difference between 30/mbps vs 40/mbps? My provider no longer sells 30/mbps but since thats what I had before they removed it I'll keep it.. but for 10$ more at 50$ I can get 40/mbps .. would that be noticeable? Worth 10$ more?
Looking at the catalog I could get 100/mbps for 60$ ... 20$ more for 70/mbps more.. is that a good deal? My internet seems fine right now... but more is always better right? Haha..
Also, the reason behind me even looking at the catalog in the first place was, when I watch twitch I used to watch it at like 900p60 but now its buffering all the time for like the last week to two weeks..

If there isnt a million devices stressing your internet speed and you don't feel lag I dont see the need to upgrade. The only thing that I can think of to improve on, if you're a gamer (which I assume you are, this is TTG) get a nice router to lower your ping. Other than that, you should be fine with your speeds now. More speed is better, but only if it's being consumed by multiple devices.

If it buffers a ton, I would suggest first opening a task manager and closing things that use up most of your CPU and Ram. My PC won't let me watch 4k 60fps If I have discord open

There wouldn't really be a notable change in speed. You get whatever it is between them. Just because your internet says "40Mb/s" doesn't mean you're going to receive that.

I pay for "up to" 300mbps with phone and cable included for $140. Most I get is 30-40 and I don't notice the difference between the speeds much.

It says I have 56 things in the backround O.o
EDIT: But I see only 2% of CPU is being used. 19% Memory.. everything is like fluctuating as I type this lol so its random but not alot in any of the sections so maybe its okay
