This was a pc I recently purchased it lags a lot when even playing Csgo will getting a Radeon r7 help

Not sure what you are looking at, but those are PC specs.
Make sure all your drivers, especially your GPU drivers are up to date as CSGO is rather easy game to run and your setup should be fine with it.
Also check that your playing in the correct resolution as this can sometimes cause lag.

Those sepcs should be able to run CS fine without any lag but you should check if GPU and drivers are updated like suggested before. I have the R7 myself and it's really good but you should be fine with what you have already

Whoever you bought it from was too vague with a lot of information that is going to be causing you issues like you're having now. I know if you're on a budget or just really want a new PC; hearing some things that just sound nice, will make you want to get it ASAP. Don't do that to yourself, because you probably had high hopes and now it's lagging on a game such as CSGO.

do you have the headphone htf setting on? usually that is the one i heard that caused lag but i do not know if it is still the problem
