Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?
Will you overclock?

I agree. Also, if you plan on SLI in the future, go with a 700+ PSU. Not 620W.

First time suggesting builds to someone, but this should do yah.

You can always upgrade the PSU if you want to go SLI with the 970.

620W is enough for SLI 970s and an overclocked 4790k. Seasonic units are good. No need to change it. The CX500 is a downgrade, shit unit.

Will easily max anything at 1080p, no trouble.

No. The GPU is better. You said yoursel you don't even know if you'll be overclocking. The 4460 is literally the same chip as the 4690k, just that it's locked and the clock speeds are slightly lower. Difference in gaming will be minimal. You wouldn't be able to take full advantage of the 4690k with a 212 EVO anyway.
