Im going to explain something in the most simple way possible...
I have two computers in my house
Computer #1
I5-6500
16gb ram
Gtx-1060

Computer #2
I7-6700k
16gb ram
R9-390x

Computer #1 gets around 80-120 fps on most games (overwatch, pubg, destiny 2, etc)
Computer #2 gets around 30-60 fps on the exact same games. This computer has no heating issues or old drivers. Ive stress tested it and nothing wrong either. I have tested the ram to make sure they all work and nothing wrong there either.

Yesterday I put the Gtx-1060 into computer #2 and loaded up the drivers and got the same 30-60 fps with a different graphics card.

I have no clue what the issue could be. any ideas? (thank you in advance)

Did you remove the other drivers first before putting the new ones in? You could have your graphics set to integrated, but I don't think integrated graphics would get fps that high. Make sure you set PCI-e as primary in the UEFI BIOS.

I don't think its that the problem mentioned above and more of your CPU not getting past low power state. To fix this go into the bios and disable all power savings features after loading optimized defaults. Then go into windows and choose high performance under power options.

I would restore the computer completely as well as clean the hard drives.
Use windows 10 so you get all of the correct drivers as windows 10 is nice for drivers.
If this does not fix it, I would say it is a hardware malfunction.
