He's the first "boss" you fight in the DLC campaign. It's a story mission and can not be missed. Found at end of Sandbar of Infrequent Walks right as you are entering Flamerock. He's accompanied by several other skeleton warriors. At first you think you have to fight a dragon
but Tiny Tina changes it into Mister Boney Pants Guy.
He isn't that hard to kill
