First off, you will need to download the gamesave editor:

Then you will have to SSH your iDevice to your computer (cyberduck is probably the easiest way)

go to /Var/mobile/Applications
then find the cartoon wars folder, mine starts with EE072B11.

Click on documents

Drag the "lev.bz" from cyberduck to your desktop.

open the gamesave editor, click on cartoon wars, open the lev.bz file, then enter the values that you want. Hit mods to save it when you have what you want.

drag the modded lev.bz file from your desktop back onto where you got it from, when it asks if you want to replace the old one, say yes.

and your done! just open up cartoon wars and continue game.
